Three strategies and ten measures have been proposed in regard to improving the management of industrial waste recycling for amending "Industrial Waste Reuse Management Regulations of Environmental Protection Administration, Executive Yuan." The amendment will focus on the operation management, risk controlling, establishment of product quality, and explicit examination procedure. Besides, this project compiled eighty-four suggestions concerning waste announced/ listed for reuse were provided, and assisted in reviewing reuse registration including adjusting the registration form. To address the lack of legal basis in the past, reuse registration is planned to be included into Industrial Waste Disposal Plan. Functions of the Recycling Management System were adjusted in response to the changes of regulations and management strategies. This project also helped address more than 300 cases of consultation and examine three applications for recycling permit. By visiting thirty recycling facilities, information on the practical operation of waste recycling including sludge from pulp and textile, waste lubricating oil, and organic waste was also provided in this project. As for the recycling of waste containing precious metals, this project compiled circular promoting strategies from six countries and two international brands. Investigation into domestic capacity of supply and demand for precious metals of 2017 was completed. The results showed that about 9,000 tons of waste containing rare and precious metals were exported for treatment, which also pointed out the importance that resources should stay in Taiwan to achieve circular economy objectives. As for domestic overall circular economy promotion, apart from working constantly with other ministries on the project of resources recycling from 2018 to 2020, four promotion group meetings were also held to collect improving and innovative suggestions. These meetings focused on the recycling of secondary plastic material and Chemical leasing (ChL), and the attendees were people from industries, experts, and environmental groups.
